Lifestyle monitoring is a separate series from the full verification of declarations, compared below. The release reports the referrals first, then the criminal cases and the court rulings on unjustified assets.

How the 59 add up

The headline total holds. The 22 illicit enrichment conclusions and the 37 civil forfeiture files make 59, and UAH 392.4 million plus UAH 206.4 million makes UAH 598.8 million. The 36 false declaration conclusions, worth over UAH 380.5 million, are reported separately and are not part of that total, and the same posts appear in both the illicit enrichment and the false declaration lists of indictments, so the two totals may cover some of the same officials.

On the criminal track, law enforcement agencies notified six declaration subjects of suspicion after reviewing NACP materials on illicit enrichment, the release says. It lists three cases still at pre-trial investigation and six more in which indictments have been sent to court. In the false declaration cases, indictments have gone to court for five declaration subjects.

The release identifies the officials by post, not by name. The posts listed range from local councillors, recruitment centre heads and police and tax officials to members of parliament.

From files to forfeiture

On the civil track, SAPO prosecutors filed 15 lawsuits worth UAH 81.9 million with the HACC on the basis of NACP materials in the nine months, against UAH 206.4 million of materials sent to them in the period. The court issued 17 rulings declaring assets unjustified, worth UAH 118.92 million, more than the value of the year's lawsuits. The release does not say how many of the 17 rulings came from this year's filings. The Appeals Chamber upheld rulings worth over UAH 71.2 million, and the Supreme Court upheld three worth over UAH 7 million.

The NACP's other control tools report on the same nine months. The full verification results of 21 October found signs of illicit enrichment in nine declarations worth over UAH 146 million and signs of unjustified assets in seven worth over UAH 31 million, from 653 verifications. The special checks of candidates for public posts, reported on 15 October, found signs of false information worth UAH 1.351 billion in the declarations of 784 candidates and led to 153 refusals of appointment.

For donors and lenders that track Ukraine's anti-corruption benchmarks, the court rows are the ones to watch: referrals measure the NACP's output, while rulings upheld on appeal show what survives review. In this release the year's referrals total UAH 598.8 million and the year's first instance rulings UAH 118.92 million, and the two need not concern the same cases.
