Ukraine's National Agency on Corruption Prevention (NACP) completed 653 full verifications of asset declarations in the first nine months of 2026 and found signs of false information in 368 of them, worth more than UAH 2.618 billion, according to its nine-month results published on 21 October. Violations of some kind were found in 649 of the 653 declarations checked. The agency also recorded signs of unjustified assets in seven declarations, worth over UAH 31 million, and signs of illicit enrichment in nine, worth over UAH 146 million.

The NACP publishes these figures cumulatively, month by month. Card Index has set the September release against the agency's earlier releases for the year and its full-year figures for 2025, to show how the count has moved.

Sources: the NACP's releases for the first five months (19 June), the first seven months (26 August) and nine months (21 October), and its 2025 full-year results (27 January). The 2025 conclusions figure adds the 369 conclusions sent under the Criminal Code to the 124 sent under the Code of Administrative Offences.

What moved in August and September

On Card Index's arithmetic, the NACP completed 164 full verifications in August and September, found 85 more declarations with signs of false information and added about UAH 482 million to the value of false information. The illicit enrichment figure rose by about UAH 59 million over the same two months, after standing at over UAH 87 million in both the five-month and seven-month releases. In September alone the agency sent 47 reasoned conclusions: 30 for false declaration under Article 366-2 of the Criminal Code, two for illicit enrichment under Article 368-5 and 15 for the administrative offence of knowingly false declaration.

The pace is slower than in 2025. On Card Index's arithmetic, 653 verifications in nine months is an average of about 73 a month, against about 81 a month across the 970 completed in 2025. The share of checked declarations showing signs of false information is unchanged: 368 of 653 is 56 per cent, the same share the NACP reported for 2025.

The efficiency rate, which the agency gives as the share of completed verifications with an approved outcome, has fallen from 64 per cent after four months to 63 per cent after five, 61 per cent after seven and 59 per cent after nine. The releases do not explain the measure further or say why it has declined.

From conclusion to court

Of the 340 conclusions sent this year, 209 were under Article 366-2 and eight under Article 368-5 of the Criminal Code, with 123 under the administrative code. Pre-trial investigation bodies opened 149 criminal proceedings on them and attached the materials of 51 further verifications to proceedings already open. The release does not say how many conclusions are still under review.

Court outcomes are given only across 2024 to 2026. In that period courts handed down 21 guilty verdicts that have entered into force on the basis of full verification materials, released five people from criminal liability because the limitation period had expired, and closed two proceedings after decriminalisation. The NACP counts 78 false declaration indictments and three illicit enrichment indictments pending in court.

Who was caught

Local self-government accounts for the largest group of violations found this year, in 156 declarations, 123 of them filed by local council deputies. The National Police follows with 24, then state enterprises with 17 and regional and district state administrations with 15. Volyn region had the highest rate of confirmed violations, eight of nine checked declarations, while Kyiv city had the most in number, 71 of 175, ahead of Dnipropetrovsk region with 56 of 73.

What the figures do not show

Full verification is a narrow tool. Public officials filed more than 634,000 declarations for 2025, according to the NACP's note on automated verification, so on Card Index's arithmetic this year's 653 full checks cover about one in a thousand. The releases describe selection as risk-based but do not publish the risk criteria. They also do not mention the IMF structural benchmark on a risk-based verification system, which the Fund's July staff report recorded as missed at end-June, as set out in our explainer on Ukraine's programme benchmarks. The value figures are signs established by the agency, not amounts proven in court. For the anti-corruption bureau's own counts, see our reading of NABU and SAPO's first-half results.

Method: figures are taken from the NACP's English-language releases, read on 25 October 2026. Values are as the agency states them, mostly as minimums ("over"). Monthly changes are differences between cumulative releases.
