The UK listed 15 military, militia and police officers in Sudan's war on 26 October, the week's largest addition, and two days later the US Office of Foreign Assets Control (OFAC) added Rwanda's defence ministry and a Kigali savings society to its list.
The UK action is set out in the FCDO's Sudan sanctions notice. This edition records every action by OFAC and the UK's sanctions authorities that names a company, bank, vessel or person registered, flagged, based or national in an emerging market, with each notice in the sources below. Actions by the Council of the European Union are not recorded this week, because its press release pages could not be opened from our systems. It follows the second edition, which covered 17 to 23 October.

Notes on the rows
The Sudan row is the week's only new UK listing. The ISIL and Al-Qaida delistings follow a decision of the UN, as the notice states; the Russia and Afghanistan rows vary or correct existing entries, and none of them adds a name. Corrections and variations are recorded because they change the details a screening system matches against.
The Extreme Networks settlement is an enforcement action, not a listing. OFAC said the apparent violations were voluntarily self-disclosed and egregious. General License FF-1 replaces and supersedes General License FF of 15 October in its entirety, as the licence states. The Lukoil Bulgaria licence is a renewal and is counted as a licence row, not as a new listing.
Also in the period
OFAC amended 11 frequently asked questions on blocking and rejecting transactions and on filing reports on 26 October, set out in our explainer. OFSI reissued its legal services general licence the same day, and the UK made one correction under the ISIL and Al-Qaida regime on 29 October. The US Commerce Department renewed its denial order against Mahan Airways and parties in the UAE, Türkiye and Iraq, published on 27 October and covered in our brief. OFSI's enforcement page showed no new monetary penalty after the one of 2 September.
The next edition will add any EU actions that fall in this week.
Method: entries come from OFAC's recent actions, the FCDO's regime notices, OFSI's licence and enforcement pages, read on 2 November 2026. Counts are as stated in each notice. A renewal or correction is not counted as a new listing. The next edition covers 31 October to 6 November.
