This ledger records every action by the US Office of Foreign Assets Control (OFAC), the UK's sanctions authorities and the Council of the European Union that names a company, bank or vessel registered, flagged or based in an emerging market, with the notice linked. This first edition covers actions published from 1 to 16 October 2026; the ledger runs weekly from here, starting the next edition at 17 October. In the UK, the Foreign, Commonwealth and Development Office has published all sanctions notices since 28 January 2026, while the Office of Financial Sanctions Implementation (OFSI) issues licences and penalties, according to GOV.UK.

Three patterns stand out from the fortnight.

  • Iran's banking channels moved to the centre of US action. OFAC warned on 5 October that foreign financial institutions still transacting with sanctioned Iranian banks "could be targeted at any time without advance notification", and on 15 October listed Iraq's International Development Bank for Investment and Finance, which Treasury says gave Iran access to US dollars.
  • Central Asian payment infrastructure entered the UK list. The 8 October notice designated OJSC Processing KG, whose parent it gives as the Kyrgyz Ministry of Finance, and two Bishkek-registered firms, and barred UK institutions from correspondent banking with them, the notice shows.
  • Türkiye-registered companies appear on all three lists in the same fortnight, and UAE-registered companies on the US and EU lists.
